Roaming in Monaco: Is Your France or Europe Plan Included?

Monaco roaming is not automatically free or automatically expensive. The answer depends on your operator and exact tariff: some providers include Monaco, some offer a paid roaming option, and a France-only travel plan may not include it at all.

This matters even for a short visit from Nice or a day trip along the Riviera. Being able to use your allowance in France does not establish what happens when your phone registers on Monaco Telecom. Check the destination rules before leaving mobile data running across the border.

If your existing allowance covers the visit, you may not need another plan. If it does not, our Monaco travel eSIM plans are an alternative for mobile data. We do not provide a local number or conventional calls and SMS with our travel eSIMs; messaging and internet calling apps use the available data connection.

Quick answer: Look up Monaco by name in your operator’s roaming checker and check the allowance, price and any required activation. Orange France/Sosh and SFR publish specific arrangements, while other providers may charge or require an add-on. A plan labelled France or Europe is not enough evidence on its own. Buy a separate travel eSIM only if it offers a useful alternative to your confirmed roaming terms.

Is Monaco included in EU roaming?

Monaco is outside the EU and EEA. Do not treat an EU roaming allowance as a legal guarantee of the same terms there. The European Commission explains that operators can voluntarily extend their roaming arrangements to destinations outside the regulated area.

That creates two different questions: whether EU rules cover the destination, and whether your contract includes it anyway. A provider can include Monaco without Monaco becoming part of the EU roaming regime. Equally, being geographically close to France does not require every foreign operator to treat it as France.

See the European Commission’s roaming explanation for the regulatory distinction. For the bill you will actually pay, use your own provider’s current tariff and destination checker.

Three examples that show why the exact tariff matters

The examples below were checked on the operators’ official pages in October 2026. They are not a complete operator comparison, and the French arrangements should not be applied to similarly named brands or subscriptions from another country.

Provider and service checked What the published guidance says What you still need to check
Orange France / Sosh Mobile use in Monaco is treated as use in France; connection takes place through Monaco Telecom Remaining allowance, international-use permission and charges for the numbers you call
SFR Mobile France Monaco usage follows its published EU/DOM-style rules, with data taken from the applicable allowance Your data envelope, out-of-allowance treatment and international service option
EE UK pay as you go Monaco is in its Europe zone, but eligible customers use paid Roam like Home add-ons Eligibility, active plan, add-on price and expiry; other EE tariff types have separate terms

The table is deliberately not a list of universally free networks. An included destination, an included allowance and a paid pass are three different things.

Orange France and Sosh: network roaming does not mean a surcharge

Orange explains that, since 28 May 2024, its Orange and Sosh customers in Monaco connect through Monaco Telecom. It treats Monaco as France for mobile usage, with data deducted from the domestic allowance. The roaming connection is therefore a technical arrangement, not by itself an extra data charge.

Orange asks customers to enable mobile data abroad on the device and international use in their account. Automatic network selection is recommended in its guidance. Switching data roaming off can prevent an otherwise included connection from working.

Do not extend the data statement to every possible call. The page distinguishes calls to France and Monaco from calls to other destinations, and your allowance can still run out. Check the current Orange/Sosh Monaco guidance and your tariff rather than relying on a blanket promise of no charges.

SFR: check the roaming allowance, not just domestic data

SFR’s official guidance says its customers’ traffic in Monaco has used Monaco Telecom since March 2024. Data is deducted from the relevant allowance: depending on the subscription, that can be included megabytes/gigabytes or the allowance usable from the EU/DOM zone.

SFR also tells customers to check that the appropriate international service option is enabled in their account. Once the available data is exhausted, access may be blocked or charged according to the tariff. A large domestic allowance should not be assumed to equal the amount available for Monaco.

Consult SFR’s Monaco usage rules for the applicable calling destinations and data conditions. The relevant point is that a change of network can happen without changing the included destination rules, but the remaining allowance still matters.

A Europe zone can still require a paid pass

EE’s UK pay-as-you-go guidance includes Monaco in its Europe zone. For customers with an active eligible 30-Day plan/Saver plan, it lists Roam like Home options of £2.50 for twenty-four hours or £10 for seven days. Inclusion in the zone does not make that roaming free.

The same page describes different charges without the eligible plan or add-on, and excludes roaming on its Safer SIM plans. These are pay-as-you-go conditions, not a price quote for every EE monthly contract. Check the current EE pay-as-you-go page before applying an example to your account.

For any other operator, follow the same distinction: country inclusion first, then allowance, price and eligibility. Avoid choosing a pass from its Europe label alone.

Check your plan before the Nice-to-Monaco journey

  1. Open your provider’s official roaming checker and select Monaco, not France.
  2. Check the exact subscription or prepaid plan. Read the Monaco data allowance separately from domestic data.
  3. Confirm whether you need to enable international service or purchase a pass, and when a paid pass starts.
  4. Check what happens when the allowance ends: blocking, reduced speed or additional charges.
  5. Save the relevant terms and download your return route or ticket before travelling.

A useful support question is: “With my exact plan, what will mobile data cost while connected to Monaco Telecom, and which allowance will it use?” Ask separately about calls if you need them. Calling a Monaco number from France is a different situation from using your phone while physically in Monaco.

If you are planning the wider coastal itinerary, our French Riviera connectivity guide covers the route-level decision. This page focuses on the tariff check, not a second recommendation for the same Nice and Riviera journey.

Does a France or Europe travel eSIM work in Monaco?

Check the exact package’s supported destinations. France coverage is not proof of Monaco coverage, and Europe is a product label rather than a universal country list. The provider’s authorised network access and package conditions determine whether you can use that profile there.

Do not rely on receiving a French signal across the border as your connectivity plan. Reception and network selection can change as you move. Manually choosing a network does not add an excluded country to your contract or guarantee a particular charge.

If your travel eSIM includes both destinations, follow its instructions when crossing. If it only includes France, compare adding Monaco service with your home operator’s confirmed roaming option. Avoid buying a second plan simply because the phone displays a roaming indicator.

When a separate Monaco eSIM is worth considering

A separate data plan can make sense when Monaco is excluded from your current package, a required pass is poor value for your intended usage, or you want to keep data spending separate from your home account. It is less compelling if you already have sufficient included data and the service works for your visit.

Before buying, compare the current allowance and validity with the cost of your existing option. Check your exact device and regional variant in our eSIM compatibility guide, and confirm that the handset is unlocked. Coverage and 4G/5G access depend on the plan, device and local conditions.

If you use a travel eSIM for data, select that line explicitly and follow its roaming instructions. Disable data roaming on the home line if you want to avoid its data charges, and prevent automatic data switching where available. Leaving the home line active can still allow separately chargeable conventional calls or other services under its tariff.

There is no need to delete your home SIM or an installed travel profile to make this decision. Check the selected data line and the package’s activation trigger; installation and the start of validity are not necessarily the same event.

FAQ

Is roaming in Monaco free with a French SIM?

Not as a universal rule. Orange France/Sosh and SFR publish specific Monaco arrangements, but the applicable allowance and calling conditions still matter. Check your exact operator and subscription rather than assuming every French SIM has identical terms.

Does EU roaming automatically include Monaco?

No. Monaco is outside the EU/EEA roaming area. A provider may include it voluntarily, charge for an optional pass or apply another tariff. Look up Monaco by name in the current destination list.

Why does my phone show roaming if Monaco data is included?

Your phone may be using a partner network even when the contract includes the usage. Orange/Sosh and SFR describe connections through Monaco Telecom. The roaming indicator does not establish the price; your tariff does.

Do I need a separate eSIM for a Monaco day trip?

Only if it solves a real gap or offers better value. First check your existing data allowance and Monaco coverage. If both are sufficient, another plan may be unnecessary. If you buy a travel eSIM, confirm device support, destinations and activation conditions.

Final Recommendation

Resolve Monaco roaming through your exact tariff before buying anything. A French or European label alone is not enough, but neither is a roaming icon evidence of an expensive bill. Confirm Monaco inclusion, available data and any required pass.

If the existing option does not suit the visit, compare a Monaco travel eSIM on allowance, validity and total cost. We provide mobile data rather than conventional calls, SMS or a local number, so keep those needs separate.

For a visit from France, save the relevant terms and return journey offline, then use the correct data line. The aim is a predictable connection in Monaco, not an unnecessary second purchase.
